Dr. Paul Chabot is an Iraq War veteran and began his military career in 2001, serving first at the Office of Naval
Intelligence, later with the Defense Intelligence Agency, in conjunction with an assignment in the Pentagon
working for the Joint Chiefs of Staff in the National Military Command Center assessing immediate national
security threats. He recently returned from serving in support of Operation Iraqi Freedom with Special
Operations Forces. Today, Paul serves with the U.S. 3rd Fleet conducting homeland security exercises. He
currently holds the rank of Lt. Commander (select), with the United States Navy Reserve.
Paul has over 14‐years of law enforcement experience; serving as a Reserve Deputy Sheriff for the San
Bernardino County Sheriff’s Department with specialized assignments to the narcotics and street gangs
division. Paul also served full‐time with USC police at the University of Southern California.
Immediately prior to his campaign, Paul was appointed by the Governor and confirmed by the Senate as
Commissioner to the State Parole Board for three consecutive terms. He is proud of his strong public safety
record and dedication to protecting California’s communities by keeping dangerous criminals behind bars.
Paul had the privilege of interning for Congressman Jerry Lewis and was later selected for the Nation’s
prestigious Presidential Management Fellowship Program working for the White House Office of National
Drug Control Policy. He was promoted to White House Senior Advisor for Law Enforcement, Justice and Drug
Control Programs. During his nearly 6‐years in the White House, he completed two rotational assignments,
one with the U.S. Attorney’s Office in Los Angeles targeting methamphetamine production and one later with
the U.S. State Department Office of Inspector General, assessing counter‐terrorism and counter‐narcotics
programs.
Paul has founded several organizations dedicated to his passions to promote American values, youth
guidance and the deterrence of substance abuse including; Stars and Stripes United, Inc.
(www.starsandstripesunited.com ), the Freestyle Foundation, Inc. ( www.freestylefoundation.org ), the
Inland Valley Drug Free Community Coalition ( www.ivdfc.org ), and the Coalition for a Drug Free California (
www.drugfreecalifornia.org ) a state‐side collaborative organization of law enforcement, government and
volunteers dedicated to preventing the sale and abuse of illegal drugs. He performs a number of pro‐bono
speaking programs for youth, through his website (www.drchabotconsulting.com).
Paul holds a B.A. in administration from California State University at San Bernardino, a M.A. in public
administration from the University of Southern California, and a doctorate (Ed. D) in executive leadership
from George Washington University. Paul holds a certificate in legislative studies from Georgetown
University and is a graduate and guest lecturer of the Delinquency Control Institute at the University of
Southern California. Significant presentations include keynotes at the U.S. Naval Academy, WestPoint
Academy, as well as a number of White House conferences, nationwide.
His work combating terrorism has been published within military journals and on‐line military training sites.
His dissertation work examined methods for dismantling high level criminal organizations. Paul is currently
writing a book exploring the dynamics of the Mexican drug cartel resiliency and its implications.
Paul has been married to his wife Brenda for 5 years. Together, they have three daughters.
